Excerpt from Fifth Agricultural Report of James Higgins, State Chemist, to the House of Delegates of the State of Maryland, 1881 In the performance of my duty, I submit a report to your horable body, touching such matters as will most benefit the Agricultural interest. This duty includes t only the analyzation of soils and of manures, but the tice of any thing else whereby this interest may be properly defended and honestly advanced. Agriculture needs only fair play, and it asks for thing else. It demands that it may be instructed by science, taught by practice, and the rules which those two united inculcate, and be defended from any and all influences which seek to rob it of the honest results of its labor. The spirit of the law under which I hold my appointment, as well as the practical wants of the community, require the observance of these rules; to the utmost extent of my ability, I have observed, and shall continue to observe them as long as I hold an official relation to the State, though in this observance, and because of it, I may be subjected to the abuse of knaves and the apathy of a class who, though honest, nevertheless are subservient to the interests of others in the same degree that they are neglectful of their own. The wants of the agricultural community are threefold. First, a kwledge of the composition of their soils; secondly, a kwledge of the manures adapted to meet the deficiencies of soils, and this involves the kwledge of the requirements of crops; and thirdly, and by means the least important, the obtaining of those prices for crops which the natural laws of supply and demand should regulate, irrespective of, and uninfluenced by speculation and false statements as to the quantity of crops, and false statements as to the ability of the country to meet the demands of consumption.
